"Bill of the State Budget for the Year 2010 is the first issue for the Parliamentary scrutiny on 19 November", - the First Vice-Chairman of the Verkhovna Rada of Ukraine declared during the air on "Era" radio.
"Suspension of the State Budget scrutiny till the next year is nonsense and contradicts norms of the Budget Code", - O. Lavrynovych declared. According to him, "the matter is that representatives of the governmental majority have no intention to receive the decision from the Parliament that would testify the real state of matters. This Budget is based on unreal normative grounds, contradicts Budget Code and is elaborated without the Constitutional Courts judgments regarding this case, without amendments due to the adopted Bill on the social standards increase."
Still, O. Lavrynovych refuted "legends that the Parliament has no intention to scrutinize the Budget Bill. Giving comments regarding the possibility of the tribune blocking in order to disrupt the scrutiny of this bill, O. Lavrynovych declared that "it would seem strange them the ruling coalition that formed the Cabinet of Ministers and elaborated this Bill would block the Parliamentary work."
Still, the First Vice-Chairman declared that he had nothing against when the Party of Regions used to block the tribune as it was the method of fighting for the rights and interests of Ukrainian citizens and observance of the national laws.
"Party of Regions received what they were fighting for. We have the Law on social standards increase, there are amendments to the Budget Code for the present year, consequently in legislative aspect Ukrainian citizens are provided with the right to have better life and the Cabinet of Ministers is obliged to implement it", - O. Lavrynovych proclaimed.
The First Vice-Chairman confirmed that in case the Government fails to impalement those laws, Party of Regions would scrutinize the issue on introduction for the Parliamentary scrutiny the issue on resignation of the government.
Giving comments regarding the expediency of governmental resignation during such a difficult period in the countries life, O. Lavrynovych mentioned: "It is easier not to touch this issue and let them answer for theI deeds but each day of such work appears as a calamity for the whole Ukraine hence it should be done as soon as possible."
